Dr. San-Cheng (Simon) Chang, Mayor of Taoyuan and former Premier of Taiwan, is a visionary leader with a career spanning academia, industry, and public service. With advanced degrees from Cornell and Stanford in civil engineering, he pioneered computational methods, founded Taiwan’s national supercomputing facility, and held leadership roles at Google and Acer, advancing cloud computing and cybersecurity. As Taiwan's Minister of Science & Technology, he championed open data and open government, earning global recognition for innovation.
Since 2022, Dr. Chang has transformed Taoyuan, one of Taiwan's most populous cities with 2.3 million residents, into a global leader in smart city innovation. The city has implemented AI-powered systems to protect rivers, optimize traffic flows with smart sensors, and engage residents through virtual urban planning tools. These efforts, which consistently earn international acclaim, showcase how technology can foster sustainability, enhance governance, and build inclusive communities. Our discussion will explore Taoyuan's current smart infrastructure initiatives and future plans to foster vibrant communities and strengthen democracy through technology.
