On December 5th, Mayor San Cheng Chang joined Beth Simone Noveck as part of the Rebooting Democracy in the Age of AI Lecture Series to discuss how AI is being used to explore Taoyuan’s current smart infrastructure initiatives and future plans to foster vibrant communities and strengthen democracy through technology.

Dr. San-Cheng (Simon) Chang is the Mayor of Taoyuan City. Taoyuan is one of the major cities in Taiwan with a population over 2.3 million and is the gateway of Taiwan serving the international airport. Since Simon took office in 2022, Taoyuan made remarkable progress in the area of smart city and received a number of international awards.
Dr. Chang has very diverse experience in academic, industrial, and public service. Before becoming the Mayor, served in the cabinet of Taiwan from 2012~2016 first as the Minister of Science & Technology and later as Vice Premier, then Premier. During these positions, he was most noted for his efforts to promote the open data initiative and open government. Under his coordination, Taiwan received No.1 ranking from the Open Data Foundation in UK. He was also the CIO, CSO of the government during these periods, and made contributions to the quality and resilience of national IT infrastructure.
